Usability is not just UI

Although many firms have realized that usability is an essential part of the software development life cycle, most advertisements are looking for UI experts positions rather then Usability engineers. Managers see in Usability Engineering as a theoretical studying field in Human Computer Interaction, while User Interface (UI) is a down to business, screens and application flow content task.
I would love to know in what sense you agree with this the above statement and I would be happy if you could provide some examples from your personal experience.
